JOB SUMMARY:

The Department Manager – Heavy Highway/Civil is responsible for the planning, development, coordination, and management of all activities within the Heavy Highway/Civil department to successfully execute the overall business plan.

RESPONSIBILITIES:

  • Develop new business and maintain effective customer relations in alignment with Bell’s overall business plan.
  • Oversee and monitor effectiveness of the Safety Program to reinforce Bell’s culture of safety and eliminate workplace accidents and injuries.
  • Manage and direct day-to-day activities of department, establishing and implementing systems, policies, practices, and procedures that support Bell’s mission, vision, values, and business plan.
  • Develop and execute on short- and long-term goals and objectives for the department, identifying tools and resources to promote operational success in the delivery of excellent products and services.
  • Maintain profitability by effectively managing revenue and expenses across the department.
  • Develop strong and cohesive leadership teams that represent Bell’s culture and core values of Safety, Integrity, Commitment, and Work/Life Balance.
  • Develop, implement, and oversee a field training and apprenticeship program to mentor and grow field employees into foreman, crew leaders, and superintendents.
  • Oversee all estimates, contracts, scope of work, and material pricing, identifying over-runs or shortfalls and managing projects to budget and contract compliance.
  • Review and approve monthly project billings and change order work and track and recover project billings, including current receivables, retention, and closeout.
  • Develop and implement a quality control program that ensures finished work meets company standards.
  • Perform other duties as assigned.

EDUCATION & EXPERIENCE:

  • Minimum required – Bachelor’s Degree in Business, Construction Management, Engineering or related field.
  • Minimum required – Ten (10) years Heavy Highway/Civil experience.
  • Preferred – Five (5) years managing a department or division.

KNOWLEDGE & SKILLS:

  • Excellent communication, leadership, and organizational skills required.
  • Previous experience working with TDOT or other governmental agencies preferred.
  • Knowledge and understanding of construction software (Bluebeam, HCSS, AGTEK, Primavera P6) preferred.
